Meet The Developers

Development Team: Bob Barbee, Terry Whitley, Andreas Bechtler
Iconic Locust Town Center "Blue Horse" Sculpture was created by
commissioned renowned artist Jim Nicholson.

Locust Town Center’s developers are three men with very different backgrounds and experiences but share a common vision of a special place to live and work.

Terry Whitley is a native of Stanly County and is a well known developer, builder, realtor and small business owner. He serves on several boards and is very active in the community.

Bob Barbee is also a native of Stanly County originally from Oakboro. He resides in Charlotte where he retired as Chairman and CEO of Pneumafil Corporation, a major manufacturing company. Prior to the Locust Town Center Bob and Terry played key roles in the rejuvenation of Oakboro.

Andreas Bechtler was born in Switzerland and lives in Charlotte. He and Bob have been business associates for more than 40 years. Andreas' most recent project has been the establishment of the Bechtler Museum of Modern Art in partnership with the City of Charlotte. His donation of a portion of his private art collection made the museum possible.

All of the developers were inspired by some of America's finest architects, town planners and celebrated "evangelists" of the traditional neighborhood development concept, who embraced small town philosophies and practices and knew that like America's small towns, the unity of minds and infrastructure would be the answer to Locust preserving its rich history and molding its future.

Duany Plater-Zyberk & Company (DPZ), an award-winning, worldwide leader in this field, was selected to help develop a concept and master plan for the developer’s vision.
